On the question if popular games are culture we can answer you: yes!  They are even more than that: it's culture, sports and most of all it's loads of fun for all ages.  The Keunekot (or freely translated: the Rabbit's Den) has an impressive collection of old cafésports and popular games.  Some of them are so typical for this area that they are hard to translate, but here there are a few: skittles, jay bowling, archery, "trou madame" (hole in madam...), shuffleboard, little men game,...  On the permanent track inside you can test you skills in "curly bowling" while outside you can play petanque.
